Baltimore, MD – July 31, 2025 – The Anti-Defamation League (ADL), with legal support from Covington & Burling LLP, has filed a formal Title VI civil rights complaint with the U.S. Department of Education, accusing the Baltimore City Public School System (BCPSS) of allowing a "pervasive hostile environment" for Jewish students—particularly in the aftermath of the October 7 Hamas attacks.

The complaint outlines deeply troubling allegations: students facing Nazi salutes, threats like “six million wasn’t enough,” swastika graffiti left unaddressed, and teachers making antisemitic comments. Specific incidents include threats at Mt. Washington School, a “Zionist or Nazi?” quiz sent to classmates, and a “from the river to the sea” poster displayed at Baltimore City College. One teacher allegedly told students, “I’m about to go all Nazi on you.”

According to the ADL, school officials failed to meaningfully intervene. Jewish students, the complaint says, were left isolated, forced to hide their identity, drop classes, and eat lunch alone. Attempts by parents to engage administrators or request antisemitism education were reportedly ignored or dismissed.

In response, the ADL is calling for a full federal investigation and a comprehensive set of remedies. These include adopting the IHRA definition of antisemitism, implementing Holocaust and antisemitism education, providing mandatory training for staff, and enforcing zero-tolerance policies for antisemitic behavior.

The local Jewish leadership has weighed in forcefully. The Baltimore Jewish Council and The Associated: Jewish Federation of Baltimore issued a joint statement expressing deep concern over the allegations and support for the ADL’s legal action.

“One of our highest priorities is to ensure that students, families, teachers, and staff are able to learn together in an environment free of antisemitism and hate,” their statement read. “We look forward to engaging with the Baltimore City schools to address these allegations and ensure that the necessary steps are put in place to eradicate any and all antisemitism within the system.”

The Title VI complaint follows similar actions recently filed by the ADL in cities such as Philadelphia, Berkeley, and Santa Ana. Baltimore now joins that growing list—its Jewish community demanding not just awareness, but accountability.
