Jerusalem, Israel - June 13, 2018 - The launch of the International Homeland Security Forum (IHSF) a ministerial level global meeting dealing with combating terror is being held in Jerusalem, Israel, from June 12-14. The conference was convened by the Department of Policy and Strategic Planning of the Government of Israel under Israeli Minister Gilad Erdan.
The gathering is a working forum to discuss new ways to combat terror and cyberterrorism among nations. The program features keynote addresses by many the world leaders including, the U.S. Secretary of Homeland Security Kirstjen Nielsen, Israel’s Prime Minister Benjamin Netanyahu on Thursday morning, the Minister of the Interior of Spain and Israel’s Minister of Public Security.
President Reuven Rivlin addressed the group on Wednesday, which also included uniformed Israeli policemen and women in the audience set in the hotel ballroom. Also the Director of Mossad Yossi Cohen, Nadav Argaman, Director of Israel Security Agency, Head of Israel Prisons Services, Dr. Yuval Bitton, and Israel Police Commissioner Roni Alsheich made presentations.
At the opening session Erdan announced that he has sent a letter to the Chair and CEO of Twitter Jack Dorsey, informing him:
"If he does not immediately close the accounts of the designated terrorist organizations and their leaders, [I will] ask the Israeli police and Attorney-General to open an investigation into Twitter, both for violation of Israel's current anti-terror laws and in the near future, under the legislation I'm advancing to place responsibility for terrorist content on the internet companies. Let me be clear- there's no difference between the terrorist propaganda spread by Hamas and that spread by ISIS."
Minister Erdan added that unlike other social media networks, Twitter has continuously refused to remove inciting content.
In a speech Wednesday morning, Erdan said he is "appointing a special committee that will examine ways to remove any and all privileges enjoyed by incarcerated terrorists, that go beyond the minimum of what Israeli or international law require. Anyone considering carrying out a terror attack for nationalistic or religious reasons must know that he will either pay with his life, or languish many years in prison."
The committee will be led by ex-Police General Shlomo Katabi and members of the committee will include ex-Police General Att. Hanna Kler, Att. Ahud Levy, Police Maj Gen. Avi Vaknin and a Shin Beit representative.
Also addressed at the conference was lone-wolf research, published earlier this week, "Since the start of the wave of lone-wolf terror in Israel began in September 2015, we've experienced over 440 serious terror attacks, as well as tens of thousands of stone-throwing and fire-bomb attacks, which can be deadly as well. In the period leading up to the outbreak of these attacks, and especially in the first half year of the terror wave, we were witness to an intense campaign of online and real-world incitement." Erdan added, "We found that in a high percentage of cases, the motivation was a mixture of a desire to attack Israel, and personal or psychological issues-For example, a young woman whose husband threatened her with divorce, or a teenage boy who felt socially isolated...."
In regards to Israel's delegitimization Erdan stated, "This incitement also included an intense campaign of delegitimization against the very existence of the State of Israel. And when you delegitimize a country, you legitimize violence against it. The first step that we took to combat radicalization was to outlaw groups leading the incitement. We discovered that groups such as the Northern Branch of the Islamic Movement, were holding mass rallies to spread the libel that Israel was planning to destroy the Al-Aqsa Mosque, and were actually paying young Muslim men and women to riot at sensitive religious sites."
Prof. Boaz Ganor, Founder and Executive Director of the International Institute for Counter-Terrorism (ICT) served as moderator. Minister of Interior of Croatia Davor Bozinovic said in his remarks,"nations must stand together and work together" to stop terrorism. Simultaneous translations were available, as the conference was conducted in Hebrew and English, with several of the international delegates from 18 guest countries, not comfortable in either language.
One example of innovation was displayed at the hotel in the hall outside the meetings rooms. Benzion Cheirif, of RavMeimad 3d Printers, had three types of 3d printers going, making the conference logo into a three-dimensional form to use on a key-ring.
