Lawmakers have been crafting regulations for its governance, with Delegate C.T. Wilson introducing a 120-page bill that outlines licenses and taxes. Wilson aims to eliminate the illicit market and make marijuana affordable, rather than generate revenue. The tax will start at 6% and increase by 1% annually until it reaches 10%. Licenses will be distributed in two waves, with priority given to communities affected by the war on drugs. However, the bill has a lengthy review process and some residents, like Peter Kitzmiller, believe it is taking too long. Other lawmakers will give their input on the bill in two weeks.
