In 2022, Baltimore recorded its 8th consecutive year with over 300 homicides. Fox45 reports the Baltimore Police Department (BPD) has been under a federal consent decree since the investigation by federal law enforcement determined the agency had engaged in unconstitutional policing. BPD has made progress with compliance, but it has not led to a reduction in gun violence in the city. Former BPD Commissioner Ed Norris believes that the consent decree has led to hands-off policing and changing this would reduce crime. Norris argues that the consent decree limits the police from taking action and the reported decrease in civilian complaints against BPD officers is not necessarily a positive.
