The public transportation rate for Israeli children is roughly half of the adult fare. Until this past Wednesday, however, children of foreign citizens had been excluded from this discount. Many children take up to four buses a day, to and from school with a lunch break, amounting to an extra 9.4 NIS (approximately $2.50) per day for every child. This was costing families tens of thousands of shekels yearly.

Chaim V'Chessed, an organization that assists English speakers in Israel, received countless requests for action from foreigners living in Israel. One client wrote, "Is there anything you can do to help all of us living here with student visas? We cannot get transportation discounts for our children! I write representing hundreds of people.

In June 2016, Chaim V'Chessed began what would be an extensive correspondence with the Ministry of Transportation and subsequently brought the issue to the attention of MK Rabbi Yisrael Eichler of UTJ.

On Wednesday, December 7, 2016, Rabbi Eichler notified Chaim V'Chessed that the Ministry of Transportation has issued a directive ordering all transportation companies (e.g. Egged, Dan, and Light Rail) to extend all transportation discounts to those who hold temporary resident or student visas.

The change will affect thousands of foreigners living all over Israel. As a young mother who called Chaim V'Chessed told Paysach Freedman, CEO of Chaim V’Chessed, "This is so exciting! Thank you for doing this for all of us. You don't know what this means to us and what a difference it makes to our budget."

Visa holders are encouraged to visit the Rav Kav service centers nearest them to update their status. The new rule may take some time to take effect in some locations depending when the instructive is made known to them.
