Vice President JD Vance has sent a letter to Iran’s national security chief, Mohsen Rezaei, stressing that negotiations to avert potential U.S. strikes would require discussions about Iran’s nuclear program.

The letter focuses on restarting ceasefire negotiations between Washington and Tehran and outlines a possible negotiation framework rather than a detailed peace proposal. President Donald Trump was reportedly enthusiastic about the outreach. The timing of the letter remains unknown.

Rezaei, secretary of Iran’s Supreme National Security Council and a former commander of the Islamic Revolutionary Guard Corps, has said Iran would not negotiate with the United States unless its demands were met. An Iranian Foreign Ministry spokesman said he was unaware of the letter, and Rezaei could not be reached for comment.

Separately, Qatari mediators presented Iran with a draft agreement on Sunday aimed at ending the war involving the United States and Israel. An official briefed on the negotiations said Iran was expected to respond by the end of the week. The proposal outlines a seven-day process with daily confidence-building steps.
