Jerusalem, Israel - Dec. 15, 2024  - The Friends of Zion Heritage Center in cooperation with Kol Israel, hosted an evening in honor of the President of the Republic of Paraguay, His Excellency Santiago Peña, on Thursday night in Jerusalem, Israel.  The President was presented with the Friends of Zion Award for his steadfast support of Israel and in appreciation for the historic relocation of the Paraguayan Embassy in Jerusalem. 

The guests included the President of Paraguay and his wife and members of the Paraguay delegation. Latin American ambassadors included Panama and Guatemala. The Speaker of the Knesset Amir Ohana, the Minister of Culture Miki Zohar, Mayor of Jerusalem Moshe Lion and his wife, Sephardi Chief Rabbi Rishon Lezion David Yosef, Deputy Foreign Minister Sharren Haskel, MK Boaz Bismuth, CEO of Kol Israel David Borowich Yaari, businessmen and lawyers, other dignitaries, and Foreign Ministry officials attended.

The evening was moderated by Fleur Hassan Nahoum, Israel's Special Envoy for Trade and Innovation. 

Before presenting a gift to the President, Mayor Lion said, “To move the embassy to Jerusalem testifies to the deep friendship between Paraguay and Israel - a friendship built on shared values, mutual respect, and a shared determination against hatred and terrorism. Our two countries understand the cost of defending freedom and dignity. The bond between Paraguay and Israel is strong and anchored in our shared appreciation for Jerusalem. We are deeply inspired by The Paraguayan nation's commitment to this city and our friends.“ 

President Peña received a special blessing from Chief Rabbi Yosef and a hamsa for good luck from Minister Zohar. 

Chairman of the Kol Israel party of the World Zionist Organization Borowich Yaari said as he presented the award, "We salute the President and People of Paraguay for their steadfast support of Israel and recognize the passionate and engaged Jewish community in Paraguay. Kol Israel was instrumental in creating, for the first time in history, a Zionist Federation in Paraguay. We are delighted that they can celebrate with us the moving of the Paraguayan Embassy to Jerusalem, the eternal capital of the Jewish people."

The President of the Republic of Paraguay, H.E. Mr. Santiago Peña, arrived in Jerusalem, Israel, on December 10, 2024. The first ceremonial welcome was with President Isaac Herzog and First Lady Michal Herzog at the Israeli President's Residence in Jerusalem, Israel. Following a brief meeting and signing the official guest book, the Paraguayan leader proceeded to the Knesset, Israel’s parliament.

At the Knesset, the delegation was welcomed by a military band playing the national anthems of Paraguay and Israel, an honor guard, and red-carpet arrangements. Knesset Speaker Ohana received the Paraguayan delegation, who notably wore yellow ribbons on their lapels. These ribbons symbolize solidarity with the hostages held by Hamas in Gaza—a critical issue in Israel today.

The visit to the Knesset began with a wreath-laying ceremony to honor fallen soldiers. President Peña then participated in a symbolic ribbon-cutting near the Israeli Declaration of Independence display. 

In the Knesset’s main Chagall Hall, President Peña signed the Knesset guest book and addressed an audience that included ambassadors and dignitaries. In his speech, he emphasized Paraguay’s deepening friendship with Israel, “Without an embassy in Jerusalem, diplomatic ties will not be with true heart and soul. With this transition in our friendship, there will be a beating heart, and I hope we can inspire other countries to do the same.”

President Peña’s visit marks the fulfillment of a pledge he made in May 2023, before his election, to relocate Paraguay’s embassy in Israel from Tel Aviv to Jerusalem. His arrival in Jerusalem underscores the importance of this commitment, following his inauguration in August 2023.

Paraguay, officially the Republic of Paraguay, with a population of six million is bordered by Argentina, Brazil, and Bolivia. The embassy’s official opening in Har Hotzvim was on Thursday, solidifying Paraguay’s position as the sixth country to have its embassy in Israel’s capital.

The short, intense but memorable visit included visits to the Kotel and Yad Vashem ending with the Friend of Zion Award, established by the late Shimon Peres, Israel's 9th President and former International Chairman of FOZ. It has been given to over 23 world leaders, including former US President George Bush, former US President Donald Trump, former Vice President Mike Pence, and former Ambassador David M. Friedman.

CEO of Friends of Zion Museum, Mr. Daniel Voiczek; Colonel Yossi Peled, chairman of the Israeli board of Friends of Zion; and CEO of Kol Israel, Borowich Yaari; presented the award for "activities to strengthen ties between Israel and Paraguay and in appreciation for the historic relocation of the Paraguayan Embassy to Jerusalem."

When accepting the Friends of Zion award, President Peña’ mentioned how his country was surrounded by enemies and had to fight to survive in the past. 


President Peña had concluded remarks at the Knesset, "This year in Jerusalem."  A visit that was marked by mutual appreciation.
