Annapolis, MD — Governor Wes Moore today announced the appointments of Magistrate Troy Khalik Hill and Alan Carl Lazerow to the Baltimore City Circuit Court.
“I am deeply grateful to Magistrate Hill and Mr. Lazerow for answering the call to serve,” said Gov. Moore. “The Baltimore City Circuit Court has gained two talented legal minds who both possess a firm commitment to justice.”
Magistrate Troy Khalik Hill has been a family magistrate at the Circuit Court for Baltimore City since 2016. As a family magistrate in the Division for Juvenile Causes, he has conducted judicial hearings in child welfare and delinquency cases. He also represents the court before executive agencies, including the Baltimore City Department of Social Services, the Department of Juvenile Services, and the State’s Attorney’s Office.
Before becoming a magistrate, Hill worked as an attorney representing the Baltimore City Department of Social Services and as an attorney with the Legal Aid Bureau. He received his J.D. from the University of Kansas School of Law.
Alan Carl Lazerow has served as an Assistant U.S. Attorney in the civil division of the U.S. Attorney’s Office for the District of Maryland since 2017. He was promoted to senior litigation counsel in October 2022. In addition to managing a full civil caseload, he mentors new Assistant U.S. Attorneys and oversees a yearly training program for new hires.
Lazerow currently serves as lead of the U.S. Attorney’s Office’s civil opioid initiative. His work has helped to crack down on medical professionals who have overprescribed and pharmacists who have overdispensed opioids. In addition, he routinely handles matters involving alleged employment discrimination, immigration, and torts under the Federal Tort Claims Act. He also handles a portion of the office’s heavy bankruptcy caseload, representing the government’s interests in an array of bankruptcy proceedings.
While at the Baltimore-based firm of Whiteford, Taylor & Preston, he served as an assigned public defender. In addition to his work in the law, Lazerow serves as vice president and travel coordinator of Wellwood Baseball in Northwest Baltimore; president emeritus of Shoresh, Inc., a Baltimore-based Jewish outreach organization; and previously served on the board of the University of Maryland Hillel.
Lazerow received his J.D., summa cum laude, from the University of Baltimore School of Law, where he was the articles editor for the University of Baltimore Law Review. Upon graduation, he clerked for the Honorable Glenn T. Harrell, Jr., on what was then the Court of Appeals of Maryland.
