When the U.S. Attorney announced unprecedented action toward fighting Baltimore's war on crime, some observers viewed it as both an announcement and an acknowledgment.
"It is an indictment on Baltimore city when we look at the quality of prosecution," said Defense Attorney Latoya Francis-Williams.
