When the U.S. Attorney announced unprecedented action toward fighting Baltimore's war on crime, some observers viewed it as both an announcement and an acknowledgment.

"It is an indictment on Baltimore city when we look at the quality of prosecution," said Defense Attorney Latoya Francis-Williams.

U.S. Attorney Erek L. Barron vowed to add 30 additional federal prosecutors and investigators to the city's organized crime fight.

"Violence has been at extraordinary rates for far too long. Exceptional times require exceptional actions," said Barren.

The federal agents will be tasked with employing all means necessary to get violent, repeat offenders off city streets.

They call it the "Al Capone" method, the outlaw who was eventually imprisoned for tax evasion.

However, not everyone is convinced it will yield great results.
