The chairman and two other members of the board of the beleaguered University of Maryland Medical System have announced their resignations.

Chairman Stephen Burch, who has served two terms and one year on an expired term, will leave effective July 1, as will board member Kevin O'Connor. Dr. Scott Rifkin will resign immediately.

That followed the revelation that Rifkin's company, Real Time Medical Systems, has an active agreement in which the company provides software for a pilot program designed to reduce hospital re-admissions. However, unlike other members of the board who had business relationships with the hospital system, Rifkin was not on a leave of absence and had not yet resigned.

“We thank Mr. Burch, Mr. O’Connor and Dr. Rifkin for their service and commitment to the Health System,” UMMS Interim President and CEO John Ashworth said in a statement. “They brought invaluable experience and perspective to the Board in helping us shape the System for the future of health care.”

CEO Robert Chrencik resigned in April. Under emergency legislation passed in the recent General Assembly session, the entire board's membership will be replaced in the coming months.
