The two fatalities associated with the flood in Howard County were handled by Baltimore County, where officials say the bodies were found.
ELLICOTT CITY, MD — Two fatalities have been reported as a result of the flood that severely damaged roads and businesses Saturday night in downtown Ellicott City. Baltimore County police investigated the deaths, as officials said both bodies were recovered on that side of the county line from Patapsco River floodwaters.
Joseph Anthony Blevins, 38, of 7800 block of Paddock Way in Windsor Mill, was swept up in the flood while inside a vehicle. His girlfriend got out and was rescued, police said. Blevins' body was discovered near Ilchester Road at the Howard County line by a pedestrian who was on a walking trail at 8:30 a.m. on Sunday, police reported.
Another person who died in the flood was also picked up in the floodwaters while in a vehicle.
Jessica Watsula, 35, of the 2600 block of East Cumberland Street in Lebanon, PA, was in a vehicle that was swept away in the flash flood, according to police. She was pronounced deceased at 2:20 a.m. by Baltimore County paramedics who found her 200 yards from the Ilchester Bridge.
Watsula's brother said that she and other family members were in town visiting Ellicott City. Others in the vehicle were able to get out before it was swept away, and they were taken to Howard County General Hospital, police reported.
Approximately 150 people who were downtown Saturday night had to be rescued, including from restaurants and from vehicles, in a storm Howard County Press Secretary Andy Barth said he believed was worse than Hurricane Agnes in 1972.
"It's hard to describe how bad the damage is," Barth said.
Main Street in downtown Ellicott City was closed until further notice to ensure public safety.
Gov. Larry Hogan toured the area Sunday morning and declared a state of emergency. His administration was requesting assistance from FEMA to clean up from the flood.
More than 170 vehicles were rendered not drivable due to the storm, Howard County Police Chief Gardner said. They were being towed to Centennial High School, and owners would receive information about how to reclaim them.
County Executive Allan Kittleman declared a state of emergency in Howard County as of 11:59 p.m. Saturday.
Based on unofficial data provided to the National Weather Service, approximately 6.5 inches of rain fell in Ellicott City during the storm.
