Many of the world’s countries remain classified by Israel as Red countries. This includes the US and Canada, and most of Europe and Africa. For the full list of classifications, see here. Numerous countries will be exiting the Red list in the coming days. However, it appears that the US and Canada, along with many European countries, will remain Red for the time being.

Hotels for Foreigners Arriving in Israel

Since last week, the rules regarding hotel quarantine for foreigners arriving in Israel from Red countries have been changing almost daily. As of today, Tuesday, December 28, officials have informed Chaim V’Chessed that foreigners with entry permits to Israel, who were vaccinated abroad, will be compelled to quarantine for a full seven days in a government quarantine hotel. Foreigners with Green Passes, or other Israeli documentation of vaccination/recovery, will be allowed to quarantine in their own homes. 

This draconian rule may flip-flop once again. However, travelers should bear in mind the possibility that they may be sent to quarantine hotels.

Israeli Citizens Traveling Abroad

Israeli citizens continue to be barred from traveling to Red countries.  Exceptions are granted in very limited circumstances. Passengers seeking permission to travel to Red countries, must obtain permission from the Exceptions Committee, see here.

Israelis traveling to foreign countries in which they live may obtain permission to travel if they declare that they will be away for at least thirty days. Previously, one was permitted to sign this declaration at the airport. Now, permission must be obtained via the Exceptions Committee. Select יציאה למגורי קבע לתקופה מעל 30 יום, and tick the box declaring that you intend to be away for at least 30 days. See image below. It is recommended, but not mandatory, to attach proof of residency abroad.
