Jerusalem, Israel - Apr. 5, 2021 - President of Israel Reuven Rivlin on Monday, April 5/ 23 Nissan, held the round of consultations with the parties elected to the 24th Knesset at Beit Hanasi. The president met with representatives of the parties, listened to their recommendations, and at the end of the process will announce a Knesset Member who will be entrusted with forming a government.
At the opening of the consultations, the president said, “With the end of the election campaign for the 24th Knesset, we are now beginning the round of consultations ahead of entrusting a Knesset Member with the task of forming a government. The process of nominating a candidate to form a government by the president is established in Basic Law: The Government (2001). Paragraph 7 of that law says, ‘When a new Government has to be constituted, the President of the State shall, after consultation with representatives of party groups in the Knesset, assign the task of forming a Government to a Knesset Member who has notified him that he is prepared to accept the task’.”
Once the president has nominated a candidate, that Knesset Member will have 28 days, according to Basic Law: The Government (2001), to form a new government. If additional time is required, the president is authorized to grant an extension of up to 14 days, according to law.
“That is the language of the law. The aim of the process that the law sets out is to bring about the formation of a government that will have the confidence of the new Knesset that has been elected by the people. And therefore, and as I have said in the past, and as I say again now, the main consideration that will guide me is entrusting a Knesset Member with the task who has the best chance of forming a government that will have the confidence of the new Knesset. This is how all previous Israeli presidents have acted, this is how I acted in previous elections and this is how I will act now...This round of consultations, just as the previous rounds since I took office, will be transparent and open to the public as a reflection of our commitment to be as visible as possible to Israeli citizens.”
The first delegation in the morning was Likud comprised of Ministers Tzachi Hanegbi, Ofir Akunis, and Amir Ohana, and Likud Knesset faction manager Aliza Broshi.
The Yesh Atid party faction recommended Yair Lapid be entrusted with forming a government. The Yesh Atid delegation comprised MKs Orna Barbivai, Meir Cohen, and Karin Elharrar.
The Shas party faction recommended that Benjamin Netanyahu be entrusted with forming a government. The Shas delegation comprised MKs Yoav Ben-Tzur, Ya’akov Margi, and Michael Malchieli. The three men arrived separately and consulted outside while on their cell phones before going in to meet the president.
The Kachol Lavan party faction recommended Yair Lapid be entrusted with forming a government. The Kachol Lavan delegation comprised Ministers Chili Tropper, Orit Farkash-Hacohen, and Yael Ron.
As Kachol Lavan was arriving, the Shas delegation was leaving. Tropper and the Shas members exchanged warm greetings inside the gates, outside in the Beit Hanasi plaza area.
The Yamina party faction comprised of MKs Ayelet Shaked and Matan Kahana recommended Naftali Bennett be entrusted with forming a government.
The United Torah Judaism party faction recommended that Benjamin Netanyahu be entrusted with forming a government. The UTJ delegation comprised MKs Moshe Gafni, Ya’akov Litzman, Meir Porush, and Uri Maklev.
The Labor party faction came to the consultations and recommended Yair Lapid be entrusted with forming a government. The Labor delegation comprised MKs Omer Bar-Lev, Gilad Kariv, and Emilie Moatti.
Starting at 4:30 pm, after a break, Yisrael Beiteinu, Religious Zionism, Joint Arab List, New Hope, Meretz are to come, ending the day of meetings at 8:15 pm with Ra’am led by Mansour Abbas.

A press center was located in the same area adjacent to the main hall as previous events of this nature. All meetings were broadcast live with a screen for reporters to view and the public at home to observe. After their meeting with the president, delegates would come to the podium to make a statement and answer questions from the media.
Extra security was in place, with access streets to the Israeli President's official residence blocked. Counter protests were held at opposite ends of Nasi Street.
The 24th Knesset is to be sworn in on Tuesday, however, who will be the next Prime Minister remains uncertain.
