Jerusalem, Israel - Dec. 2, 2020 - "COGAT enables the international community to assist the medical and health systems in the Strip," wrote the Coordinator of Government Activities in the Territories, (COGAT) Major General Kamil Abu Rukun, on Thursday, November 26, 2020, via "Almunasseq," COGAT's Facebook page, to the residents of the Gaza Strip, following false accusations made in recent days by officials in the Gaza.
The full text translated from Abu Rukun's post to the 'Residents of the Gaza Strip:
COVID-19 has recently been erupting and spreading in the Gaza Strip, bringing a sharp increase in illness.
We find it important to emphasize clearly that neither I, nor the organization that I head, nor any other representative of Israel, has obstructed any request or requirement for the entry of medical aid of any kind. We welcome all assistance, from all the various sources.
In light of the situation, COGAT is allowing assistance from the international community to the health system of the Gaza Strip. So far, many dozens of ventilator machines have arrived, as well as many PCR machines, which have increased the pace of testing from 200 to 2,500 tests a day.
Dozens of oxygen generators have arrived, and hundreds of inhalers for hospital use and home use. Hundreds of hospital beds have been added, and with our coordination, approximately 600 tons of essential medications and medical equipment have been allowed entry, including tens of thousands of coronavirus testing kits.
All that assistance can help the health system to provide care and save lives. COVID-19 pandemic is a global challenge, and it behooves all parties to strive for a solution to that challenge.
Allow me to take this occasion to wish everyone good health."
During a Media Central online briefing on December 1, 2020, with international press, head of the Civil Department of COGAT, General Elad Goren emphasized:
1. The Palestinian Authority is responsible for the civil and humanitarian situation in Judea and Samaria, and in Gaza Strip along with the entities in Gaza.
2. From the very beginning of the COVID-19 outbreak in Judea and Samaria and the Gaza Strip – COGAT has been investing great effort, in cooperation with the PA (during the first wave) and the international community - to coordinate required assistance to the Palestinian residents both in Judea and Samaria and the Gaza Strip – Out of humanitarian aspects and the understanding that the virus knows no geographical boundaries. The assistance included the coordination of medical equipment, the transfer of protective items and the facilitation of joint training and shared information.
3. The second wave took part in the shadow of the halt to coordination on the part of the Palestinian Authority. Therefore, aid from the international community grew in its importance to the Palestinians' endurance, and its significance became greater. During this time, COGAT worked in coordination with international organizations and bodies, creating alternative mechanisms for donations and for bringing patients out of the Gaza Strip.
4. The UN aid plan is a significant factor in the assistance provided to the Gaza Strip. However, it hasn't yet been completed.
5. For Israel, it is a common interest to prevent the spread of the disease beyond the border - therefore, Israel enables and assists the international community to support the Palestinians in dealing with the pandemic.
For the past seven months, the PA ceased coordination with Israel. Full coordination is now returning. According to the PA Ministry of Health, an average of 741 people were diagnosed with COVID-19 each day during the past week, and an increase in the percentage of the residents diagnosed with the virus rose to an average of 28.07%.
Their statistics are of concern: infected: 20,659, active patients: 9,236 , dead: 105, recovering: 11,138, isolated: 15,408, 82 are in mid-severe condition, and 24 are in a critical condition.
"Israel is not preventing medical supplies entry and encourages cooperation," repeated Goren.
The World Health Organization has stated concern about the sharp increase in coronavirus infections in the Gaza Strip.
COGAT encourages the UN and international community to fulfill its $72 million emergency plan fund as promised. The virus is spreading rapidly in a new wave in Gaza. The novel coronavirus COVID-19 knows no borders.
