Jerusalem, Israel - June 11, 2020 - On Thursday morning, June 11, 2020, at the Prime Minister’s Office in Jerusalem, Israel, Prime Minister Benjamin Netanyahu met with leaders of the Kohelet Policy Forum and the Shiloh Forum.  The forum members expressed their support for Prime Minister Netanyahu and the historic move to apply Israeli law in Judea and Samaria. They also presented the Prime Minister with a policy paper they had prepared on the importance of applying Israeli law, the ways to implement it, and its legal basis in international law.

Meanwhile, in an open letter published in OpinioJuris, addressed to Netanyahu and other Israeli government leaders, over a hundred international lawyers signed a letter opposed to "annexation" and "condemning Israel's plan to illegally annex large swathes of the West Bank."

In Israel, positions vary greatly on acceptance of the Trump plan, entitled “Peace to Prosperity: A Vision to Improve the Lives of the Palestinian and Israeli People.”

Israeli politician  Matan Vilnai, former Major General in the Israel Defense Forces, former Knesset member, and government minister, and former Israeli ambassador to China spoke to members of the media during a Jerusalem Press Club zoom session. Vilnai is a member of Commanders for Israeli's Security (CIS), retired generals of Israel’s various security agencies, founded in 2018, along with industrial private sector and academic experts who are against "unilateral annexation."  Vilnai is concerned about what will be the end results of a change in status without a plan.

In a conference call hosted by Media Central, both an Israeli and Palestinian businessman expressed the hope that the annexation plan would boost the Palestinian economy and strengthen Israeli-Palestinian relations.

Avi Zimmerman, President of the Judea and Samaria Chamber of Commerce and Industry, an Israeli registered non-profit founded in 2017, committed to advancing regional economic growth between Israelis and Palestinians began his remarks stating he was speaking not of geo-politics, but on the economic development in the disputed area C territory.  The possibilities of growth in infrastructure and business development could be beneficial moving from military governance to Israeli law. 

The Palestinian businessman, Wissam Seder, discussed his expectations from the planned change of governance in parts of the West Bank/Judea and Samaria as promoted by US President Donald Trump's vision for the area.   A Palestinian entrepreneur from East Jerusalem with businesses ranging from martial arts and fitness centers to a real estate agency, Wissam is a founding member of the Judea and Samaria Chamber of Commerce and Industry and a leading advocate for Israeli-Palestinian integrated business. Though invited to the Bahrain Economic Conference, he did not attend. Seder's central point was there's a great deal of uncertainty concerning the implementation of sovereignty which makes it premature to draw any conclusions now. That said, there is room for optimism when Palestinians can apply directly to the Israeli Civil Administration for work permits instead of going through the Palestinian Authority. 

Zimmerman summed up with this explanation of his position to BJL, "The application of Israeli law to Israeli communities in Judea and Samaria has the potential to usher in an era of monumental economic reform. If the Palestinian Authority stays its course of retracting from civil agreements with Israel, if Israel addresses the region with the comprehensive strategic planning required of a sovereign and if the United States implements the economic measures presented in the Peace to Prosperity plan, then we are on the verge of untold opportunity for an emergent Israeli-Palestinian integrated economy."    

There are those calling for Netanyahu to announce full unilateral sovereignty, the application of Israeli law, to be implemented over the territory where Israeli military law has been in place for the past 53 years.  Others argue to not accept the Trump plan, which calls for a process leading to a Palestinian state in 70 % of Judea and Samaria. Still others propose to announce unilateral sovereignty only over the Israeli enclaves of Gush Etzion and Maale Adumin. Protests are planned in favor of and against multiple positions as government leaders meet to discuss how Israel will proceed before July 1, 2020. 

On Sunday, June 14,.Dr. Saeb Erakat, PLO Executive Committee Secretary-General is scheduled to speak at a press briefing on the perceived threats of Israel unilaterally declaring sovereignty to the Palestinian Authority, Jordan, and the peace process.
