Baltimore, MD - June 27, 2025 - Baltimore City Public Schools says that it will change its cell phone policy for the 2025-26 school year, requiring portable electronic communication devices, such as cell phones, to be powered off, away, and secured during the school day.
City Schools says under the policy, students may bring devices to school, but they must be turned off, put away, and secured during school hours.
These other changes will also go into effect:
- Students should use City Schools-issued devices whenever possible for instructional purposes, and teachers must receive principal approval each time they want students to use their personal devices for instructional purposes.
- In the event of a school-wide emergency, students will be allowed to access their devices when a school administrator or Central Office staff member permits them. Additionally, in the event of a personal emergency, students are able to use a school phone and/or their device to contact a parent or guardian.
- Students who have a legitimate caregiving or other personal need will be given reasonable access to their devices and/or a school phone.
- Students with documented medical conditions, IEPs, 504 plans or Multilingual Learner Plans requiring device access will be accommodated.
City Schools says that these policies will take effect on the first day of school.
Officials said a "significant amount of research has demonstrated the positive impacts of limiting or forbidding the use of cell phones and personal electronic devices by students in classrooms and other school spaces."
City Schools listed the following positive impacts the studies found:
- Reduced distractions and disruptions to learning
- Increased student engagement during class
- Improved student focus
- More efficient use of instructional time
- More positive school climates
- More opportunities to develop and practice social skills
- Fewer disciplinary problems and conflicts between students
- Reduced usage of social media
