Baltimore City Police Commissioner Kevin Davis has seen the improvements of a consent decree first hand. 

Within the Prince George's County Police Department, Davis helped police emerge from federal oversight.

He expects Baltimore police to find the same success.

"Training, technology and staffing will no longer be allowed to be neglected," Davis said while speaking with The Jimmy Mathis Show.

The city police commissioner describes the process as a trickle-down effect that will lead to a rebrand of the Baltimore Police Department.

"If we select the right people to be cops and give them support to do the job, we will see improvement.," Davis said. "This (career) is the most rewarding thing I'll do in my life."

Many have questioned whether the consent decree, which was approved on January 12, gives total power to the government. Davis made sure to answer that question. 

"The Department of Justice is not going to run the police department," he said. "They will not tell me how to deploy my resources."
