Baltimore, MD - Dec. 7, 2016 - Where do you find city and county government officials, a United States senator, a Police Commissioner and Mayor, members of the local police command staff, circuit  judges, a two term governor of the state of Maryland, Rabbanim  and hundreds of community members enjoying an evening of comradery and celebration together?  This was the amazing scene as the Northwest Citizens Patrol hosted its annual dinner reception this past Motzei Shabbos in honor of outgoing City Councilwoman Rikki Spector. The dignitaries at the event included United States Senator Ben Cardin, Governor Martin O’Malley, Mayor Elect Catherine Pugh, Baltimore City Police Commissioner Kevin Davis, and Councilman Elect Yitzy Schleiffer, among many others.

Former Maryland Governor Martin O’Malley presented Councilwoman Spector (fondly known by all as “Rikki”) with an award for her 39 years of outstanding service to the citizens of Baltimore. The award presentation was followed by a video highlighting Rikki’s amazing accomplishments including warm accolades and heartfelt testimonials from dignitaries and close friends. The continuous thread of everyone’s remarks accentuated how much Rikki is loved and admired for all that she has done for the citizens of Baltimore and the kind and caring way in which she treats everyone.

Prior to the dinner, Police Commissioner Kevin Davis spoke to the NWCP. “Of course we appreciate the work the Patrol does in helping prevent crime in the neighborhood. The annual NWCP banquet is a highlight for all of us in the Department. I cannot tell you how many careers have been saved because of the banquet! The acknowledgment of our officers, the well-deserved honor given to law enforcement at the banquet, have caused many officers to rethink a career change. We look forward to the banquet every year.”

In addition to honoring a specific individual or individuals, the NWCP dinner honors and celebrates the unique partnership between City, County and State officials, the Police Department and community members who work together to help keep our neighborhoods safe. It is due to the support and encouragement of the government officials and police department that the NWCP is the largest, most successful patrol in the United States. The NWCP boasts many hundreds of volunteers who patrol our neighborhoods under the direction of an assigned police officer from the Baltimore City Police Department.

Neil (Nachy) Schachter, President of the NWCP presented awards to police officers from the City and County for their excellent police work in apprehending individuals in the act of perpetrating crimes. An individual from the state’s attorney’s office received an award for securing a conviction for a juvenile who committed a crime against an individual in our community. In this case, the victim herself presented the award to the State’s attorney emotionally thanking her for her meaningful and dedicated work.  Captain Jason Yerg of our Northwest District was given an award for his excellent leadership and diligence under all circumstances.  Commissioner Davis was presented an award for his success in steering the police department to solid ground and bringing confidence back to the rank and file after a difficult period for Baltimore City.

Mayor Elect Catherine Pugh wrapped up the evening with beautiful words of friendship and praise for Councilwoman Spector and her many accomplishments.

Among the many Rabbanim in attendance was Rabbi Sheftel Neuberger who commented, “It was a beautiful dinner that offers our community the opportunity to express our appreciation to our government officials, and strengthen our connection with local officials.”

All agreed that the elegantly presented buffet was delicious and that it was an immensely enjoyable and meaningful evening.
