The legislation, backed by Baltimore City State’s Attorney Ivan Bates, seeks to raise the maximum penalty for illegal gun possession for first-time offenders who are 21 and older from three years to five; current law sets the five-year maximum penalty for offenders between 18 years old and 20. As Baltimore's population shrinks, there are renewed questions whether the size of Baltimore's city council should shrink too. Baltimore's 15-member council is larger than any other city council in Maryland and in many other major cities. The city of Los Angeles also has 15 members on it's council, however, the city is six times the size of the city of Baltimore. In Charlotte, NC, eleven people sit on the city council and govern a population much larger than Baltimore. The Charlotte city council also operates on a budget of just less than a million dollars. Beginning April 1, 2023, yard materials will be collected separately for recycling from Baltimore County residents with “Y” days on their schedule. These separate yard material collections will occur from April 1 through as late as December 14. If a resident’s schedule has no “Y” days, their yard materials will continue to be collected with trash year-round. County regulations require that yard materials set out for separate “Y” day collection must be placed in heavy-duty paper lawn and leaf bags or bundled with non-plastic string. Major changes are in the making for Maryland's "concealed carry" law. The Maryland State Senate made the Gun Safety Act less restrictive before sending the measure to the House for its consideration. According to the bill's sponsor, the changes make it more constitutional. Second amendment advocates agree but will likely be pushing for the house to make even more changes. Baltimore City residents are fed-up with their recycling piling up. After more than a year of rolled back services, some are ready to take their concerns to court. Baltimore City residents who agree weekly recycling should be restored can sign the petition by clicking here. "For us, it was the only avenue left. You know, once it became clear that there was no intention of restarting weekly recycling," said Baltimore City resident Desmond Stinnie. Stinnie says he has twice the recycling post-pandemic. Prices in Baltimore are 8.1 cents per gallon higher than a month ago and stand 91.6 cents per gallon lower than a year ago. The national average price of diesel has fallen 4.1 cents in the last week and stands at $4.30 per gallon.
