A number of controversial changes to Maryland’s new juvenile justice reform law took effect Friday.
Retired U.S. District Court Judge Andre Davis chairs the newly established Juvenile Justice System Oversight Commission, which is composed of 26 members who will oversee the entire juvenile justice system. He told 11 News Investigates that the new reforms aren’t solely about punishment, but rather, rehabilitation.
“We are not concerned with punishment. We are concerned with rehabilitating young people who have been traumatized in a number of ways, who have suffered themselves from failures in various systems,” Davis told 11 News Investigates.
The reforms are intended to address increasing instances of juvenile crime.

Lebanese reports on Saturday said that an Israeli military force raided an area near the coastal city of Batroun, and took a senior Hezbollah official captive.

Baltimore, MD - Nov. 1, 2024 - Several Maryland counties are under a red flag warning Friday, meaning dry conditions and gusty winds are more likely to contribute to the rapid spread of fires.
According to the National Weather Service, the warning is in effect from noon to 6 p.m. for the following counties: Frederick, Carroll, Baltimore, Cecil, Allegany, Montgomery, Howard and Harford.
Forecasters said the combination of strong winds, low relative humidity and warm temperatures could contribute to "extreme fire behavior" and cause any grass or brush fires to quickly spread out of control.

U.S. job growth slowed down in October, coming in well short of economists' expectations, while the unemployment rate was unchanged.
The Labor Department on Friday reported that employers added 12,000 jobs in October, well below the 113,000 gain that was predicted by LSEG economists.
