Born and raised in Baltimore City, Dalya brings a unique perspective to the issues facing our families, neighborhoods, and businesses. She watched her immigrant parents struggle to overcome hardships, and learned the lessons they instilled in her to work hard, focus on family, and contribute to the community. Today, the University of Maryland Law School graduate is a prosecuting attorney, working to keep our streets and neighborhoods safe. Living in the Park Heights area with her husband and two children, Dalya has a front row seat to the best and worst of Baltimore, and hopes to be more pro-actively involved in building a better Baltimore for all families.

Baltimore, Md - Apr. 25, 2017 - Iyar is the month which contains the bulk of Sefiras Haomer. We are counting from the offering of toasted barley brought on the second day of Pesach to the special offering of bread brought on Shavuos. As we prepare for Kabbalas Hatorah and work on developing ourselves, we count from a time when we eradicated chometz to the bringing of a korban that is specifically chametz. Chametz teaches us that things require time, and that development is a process. As humans, we have the unique ability to set goals for ourselves, and to take time to work and develop ourselves through long term goals and ambitions.

U.S. stocks climbed, lifted by a series of upbeat earnings reports, while the Nasdaq Composite closed above 6000 for the first time.
The Dow Jones Industrial Average rose 232 points, or 1.1%, to 20996. The S&P 500 climbed 0.6%, and the Nasdaq Composite added 0.7%.

Chicago - The physician who was dragged off a United Airlines flight in Chicago this month was verbally and physically abusive, and flailing his arms before he lost his balance and struck his mouth on an armrest, according to the aviation officer who pulled the man out of his seat.
The Chicago Department of Aviation on Monday released the officer’s report of the incident, in response to a Freedom of Information Act request by The Associated Press. The report reveals for the first time the officer’s version of what happened aboard the plane at O’Hare International Airport on April 9.

A bear bit off the forearm of a nine-year old Palestinian boy who tried to feed it during a school visit to a zoo in the occupied West Bank town of Qalqilya on Tuesday, Palestinian police said.
A police spokesman said the boy approached the caged bear with food when the animal pounced, severing the limb at the elbow. The bear then ate the arm.
The boy was being treated at a local hospital.

The United States must confront Russia for providing weapons to the Taliban for use against American-backed forces in Afghanistan, top U.S. military officials said Monday.
At a news conference with Defense Secretary Jim Mattis at his side, Gen. John Nicholson, the American commander in Afghanistan, wouldn’t provide specifics about Russia’s role in Afghanistan. But said he would “not refute” that Moscow’s involvement includes giving weapons to the Taliban.
Earlier Monday, a senior U.S. military official told reporters in Kabul that Russia was giving machine guns and other medium-weight weapons. While the Lev Tahor cult is operating outside of Israel, Justice Rivka Mekias of a Magistrate Court ruled it is a “harmful cult”, addressing a petition from Attorney General and family members of minors who joined the cult.
According to estimates, there are between 50 and 60 families with 200 children. The justice ruled it is a harmful cult that is having a profound negative impact on the community’s children.
“We are dealing with a community in which there is a very serious injury that borders on the extent of abuse, the details of it in general, and the minors in it in particular,” the judge writes, referring to the children of the extremist community.

Transit officials say anti-Semitic graffiti incidents are the top subway bias crime investigated so far this year by the New York Police Department.
The Daily News reports that the Metropolitan Transportation Authority’s Transit Bureau says 22 of 31 hate crimes that have happened in the subway system this year targeted Jews. Most of the incidents involved graffiti.
The report to the MTA board says there were only seven bias crimes committed during the same period last year.
Transit police say each case gets an investigation from a captain or a higher ranking officer, but it’s sometimes difficult to make arrests. The anti-Semitic graffiti on subway cars and in stations has included swastikas and comments that advocate the killing of Jews.

Romania - An anti-Semitism organization says vandals have smashed 10 tombstones at a cemetery in the Romanian capital in “a premeditated act.”
The Center for Monitoring and Combating Anti-Semitism in Romania said Tuesday the tombstones were broken into pieces at the Jewish cemetery in southern Bucharest overnight Monday, Holocaust Remembrance Day, when the millions of Jews killed by the Nazis are commemorated.
The center called for an investigation and for the perpetrators to face justice.
Bucharest police said in a statement that three youths aged 13 to 16 were being investigated on suspicion of profaning the graves.

Agudath Israel of America was plunged into darkness last night by the sad news of the petirah of Rabbi Nisson Wolpin, z"l, the longtime editor of The Jewish Observer. Under Rabbi Wolpin's editorship, the periodical helped guide generations of faithful Jews by providing timely, literate and important essays, observations and commentary for over nearly 40 years, from 1970 until 2008.

U.S. Attorney General Jeff Sessions says the New York Police Department has developed “some of the best” policing techniques ever and should be studied, just days after the Justice Department chastised New York City for a “soft on crime” stance.
The Republican Sessions said Sunday on ABC’s “This Week” that the Justice Department statement was in reference to the city’s so-called sanctuary city policy that limits cooperation with federal immigration authorities, but praised the city’s law enforcement for efforts to make the city safer.

Israel Police Chief Rabbi Rami Barchiyahu released a “psak halacha” before assuming his current post in which he states that police personnel heading to Meron for Lag B’Omer may travel on Shabbos if the events begin on Motzei Shabbos since they have no other alternative.
The psak was written while he served as head of the Believing in the Police (‘מאמינים במשטרה’) program, stating that since many police personnel must report to Meron on motzei Shabbos, they have no other alternative and therefore, he permits travel on Shabbos, citing this is a matter of pikuach nefesh and while it only begins on motzei Shabbos, they must prepare.

South Korea’s military said Tuesday that North Korea held major live-fire drills in an area around its eastern coastal town of Wonsan as it marked the anniversary of the founding of its military.
The exercise took place as a U.S. guided-missile submarine arrived in South Korea and envoys from the United States, Japan and South Korea met in Tokyo to discuss the growing threat posed by North Korea’s nuclear weapons and missiles program.
Experts thought North Korea might conduct a nuclear test or a ballistic missile launch to mark the anniversary, but as of Tuesday evening neither had occurred.

Former White House national security adviser Michael Flynn apparently didn't seek permission from the military before taking payments from entities linked to Russia and Turkey, as required under Pentagon guidelines, the leaders of the House Oversight and Government Reform Committee said.
"Gen. Flynn had a duty and an obligation to seek and obtain permission to receive money from foreign governments prior to any engagement with them," said Rep. Jason Chaffetz of Utah in a joint statement with his Democratic counterpart, Rep. Elijah Cummings, at the U.S. Capitol on Tuesday morning, after viewing classified documents provided by the Defense Department. "It does not appear to us that that was ever sought, nor did he ever get that permission," Mr. Chaffetz said.
