Volkswagen formally admitted to criminal wrongdoing in its diesel-emissions cheating, according to a plea agreement the auto maker filed that also shows U.S. prosecutors are pursuing company officials who VW acknowledged are involved in the scheme.

The German auto giant also agreed to pay a $2.8 billion criminal fine and an additional $1.5 billion in civil penalties to resolve the last significant U.S. government action expected against the company over its cheating, which became public in September 2015.

Volkswagen admits it rigged nearly 11 million diesel vehicles world-wide to cheat on emissions tests.
