Baltimore, MD - July 23, 2025  - A 12-year-old boy led police on a chase in a stolen SUV in Southwest Baltimore Monday night, highlighting ongoing concerns about juvenile crime in the city.

The juvenile can be seen on camera entering the victim's vehicle before driving off.

A short time later, police spot the vehicle, with several juveniles inside of it.

With assistance from a police helicopter, officers managed to arrest two of the four juveniles who fled the vehicle.

FOX45 spoke with the victim who said the 12-year-old is already back on the streets.

"I seen him, he was on, I got him on my camera," the victim said.

The incident is part of a troubling pattern of repeat juvenile offenders committing crimes across Baltimore.

Arresting officers indicated that one of the juveniles in the stolen vehicle might have been under Department of Juvenile Services supervision and possibly wearing an ankle monitor.

"Number one male, dark skin, with a bush. He actually might have an ankle monitor on too," police audio said.

This case follows a series of similar incidents, including a carjacking in Hampden three weeks ago, where police arrested five juveniles, three of whom were wearing ankle monitors.

A week prior, a 14-year-old was arrested for a crime spree while also wearing an ankle monitor.

The latest victim of juvenile crime expressed her frustration, saying, "I'm sick of it. Lock em up, like we use to get locked up. Just lock em up."

She added, "So I'm paying all this money. A lot of money, I mean a lot for some kid to come and destroy my stuff."

Authorities are still working to determine the age of the other suspects and whether the teens who escaped have been apprehended
