Baltimore County State’s Attorney Says Juvenile Justice System Is Failing

Baltimore, MD - May 27, 2025 - Baltimore County State’s Attorney Scott Shellenberger is hoping state’s attorneys around Maryland can talk with the governor about juvenile crime because he says the system isn’t working.

Shellenberger says “younger” juveniles are committing violent crime — and that more needs to be done the first time juveniles enter the system so that “we won’t see them again.”

“That’s the place that I think we are falling down, is we are not doing enough to make sure we don’t have to re-arrest them,” Shellenberger said.

He says even though juvenile justice laws changed, the system isn’t working with increased caseloads. That’s not only in Baltimore County but also across the state.

“Hoping that enough of us elected state’s attorneys can have a conversation with the governor,” he added.

City State’s Attorney Ivan Bates told WBAL Radio last week that he thinks the system isn’t working.

“He sees it every day,” Shellenberger said. “My folks see it every day. I think we really need to better. We need to do a better job.”
