Baltimore, MD - April 1, 2025 - Baltimore County Schools Superintendent Dr. Myriam Rogers appears to have violated the terms of her employment contract with the school system, according to the Maryland Inspector General for Education (OIGE).
According to the report, the OIGE launched an investigation into Rogers in December 2024, after receiving a complaint alleging that Rogers worked remotely, at least once a week, without the Board of Education's knowledge or approval. During the investigation, the IG learned Rogers may be in violation of her contract by not maintaining residence in Baltimore County.
Dr. Rogers took over as BCPS superintendent in July of 2023. Under the terms of her contract, by July of 2024, she was to be residing in Baltimore County.
The IG’s investigation, released Tuesday, found Rogers appears to be in violation of her contract by not residing in Baltimore County. Online state records indicate Dr. Rogers lives in Prince George’s County.
“It's concerning and perplexing,” said Amy Adams, with the Baltimore County Parent and Student Coalition. “It doesn't seem like it needs to be an issue, except that it is in her contract, and there was a clear timeframe laid out with moving expenses provided. But we're beyond that window. So, where was the breakdown? And if somebody at the highest level of administration in the school system can't follow procedure and policy?”
The OIGE report explains that, during the investigation, the BCPS Office of General Counsel provided an address in Baltimore County where Dr. Rogers was presumed to be residing. But the OIGE determined Dr. Rogers was not an occupant of that address.
Project Baltimore has reached out to BCPS regarding the OIGE’s findings. We have not heard back.
