As Baltimore's population shrinks, there are renewed questions whether the size of Baltimore's city council should shrink too.
Baltimore's 15-member council is larger than any other city council in Maryland and in many other major cities.
The city of Los Angeles also has 15 members on it's council, however, the city is six times the size of the city of Baltimore.
In Charlotte, NC, eleven people sit on the city council and govern a population much larger than Baltimore.
The Charlotte city council also operates on a budget of just less than a million dollars.
Baltimore's city council operates on a $9 million dollar budget.
"The more people you have the more chaos you're going to have," said David Williams, President of Taxpayers Protection Alliance.
On Monday, City Councilman Zeke Cohen called for a six-member task force to examine the structure of Baltimore's Board of Estimates and recommend whether the board should be expanded, reduced or abolished all together.
Williams believes it's time to examine the city council too.
"You have a failing education system, public safety and taxpayer issues and this is a city council with a lot of members and they are not fixing these problems and that's what people should be concerned about," said Williams.
