The plane arrived to deliver a group of some 170 Israelis to Dubai ahead of the official launch of the company's flight connecting the city with Tel Aviv.
The route is to be officially launched on November 26, and the Israeli authorities thus decided against holding a welcoming ceremony for the liner.
Instead, the event will be held on the day when the route is formally opened, Israeli media report.
Last week, Flydubai said that it will launch two daily flights between Tel Aviv and Dubai in late November.
