Interior and Health Minister Aryeh Deri directed the Population and Immigration Authority to advance an amendment to the passport law, and determine that anyone who makes Aliyah to Israel will have to prove that he has plans to settle in the country and only then will he be able to receive a passport.

By doing so, the situation will be restored to the way it was until 2017.

The promotion of the move comes against the background of abuse of the relief that was decided upon, in the framework of which new Olim arrived without the intention of settling in the country and then immediately left Israel with their Israeli passports.

Minister Deri said, "The phenomenon under which those entitled to the Law of Return exercise their right to a passport and an absorption basket and, after a short time, return to their place of origin is unacceptable.
