The Taliban said it would not attend a conference on the future of Afghanistan later this month until all foreign troops leave the country, according to a statement Tuesday.

“Until all foreign forces completely withdraw from our homeland, (we) will not participate in any conference that shall make decisions about Afghanistan,” tweeted Mohammad Naeem, spokesman for the Taliban office in Qatar.

Talks between Afghanistan’s government and the Taliban stalled in Doha, Qatar, prompting Turkey to announce a conference from April 24 to May 4, in the hopes of breaking the deadlock to strike a possible power-sharing deal.
