We are pleased to inform you that Baltimore City and Baltimore County Police Departments have apprehended perpetrators in both carjacking and burglary crimes in our area, and at the moment, the uptick in crime in our community seems to have slowed down.

The NWCP continues our expanded nightly patrols and newly instituted day patrols and relies on the community's participation in our safety efforts. In the area of safety and security we wish to discuss the topic that may be on many minds: Pepper Spray.

The NWCP has investigated if one may lawfully carry pepper spray as a defensive item to use if being attacked. (There are other defensive items that one may carry, however we are focusing for now on pepper spray.) Upon completion of our research, we asked many Rabbanim if they felt we should publicize this information and they said that we should.

Maryland Criminal Law Code Anns 4-101 states that “an individual who carries the weapon as a reasonable precaution against apprehended (presumed) danger, subject to the right of the court in an action arising under this section to judge the reasonableness of the carrying of the weapon and the proper occasion for carrying it, under the evidence in the case”.

In layman’s terms, a person may carry pepper spray because of a reasonable concern of danger; if the pepper spray is used against a potential attacker, courts can decide on the reasonableness of carrying and using the spray.

The pepper spray that we found to have an excellent rating is “Sabre Red” Pepper Spray.  There are numerous other kinds which are good and many can be purchased for under $10.  Pepper spray can be purchased online and at stores such as Walmart, Dicks Sporting Goods and Home Security Superstores (800-616-5305).

It is very important to keep pepper spray out of the reach of children. Carefully read the package instructions about how to use and store the product.
