Baltimore City Department of Public Works (DPW) announces the launch of DPW's Water Affordability Portal, where Baltimore City residents with unpaid water bills can sign up for interest-free PromisePay payment plans and determine their eligibility for additional water affordability programs.

“We realize that some of our water customers have been impacted by rising inflation and the lingering effects of the COVID-19 pandemic. The PromisePay payment plan program offers affordable and flexible payment options for Baltimore City residential water customers facing unpaid water bills. The program allows customers to establish no-interest and no-fee payment plans to help them eliminate debt from unpaid water bills,” said Director Mitchell.

PromisePay offers affordable and convenient payment plans for Baltimore City residential customers with past due balances of $250 to $5,000. The PromisePay payment plans:

  • Are interest-free payment plans
  • Provide flexibility when you need it; and
  • Allow residents to pay off past-due charges

DPW Affordability Portal

The DPW Affordability portal also provides an easy-to-use screening tool to determine which affordability program residents may be eligible for, including the City of Baltimore’s Water4All Program and the State of Maryland’s Low Income Household Water Assistance Program. The Affordability Portal will quickly screen Baltimore City residents for eligibility and provide guidance on the application process.

“DPW’s Affordability Portal offers an easy-to-use, one-stop shop for DPW’s water assistance programs,” said Director Mitchell. “DPW is here to lend our residential water customers a hand when dealing with water bill debt.”
