In the plague of barad, hail, HaShem brought down hail accompanied by kolos, thunder. The hail also seemed to include rain. However, points out Minchas Yitzchak, when Paroah demands that Moshe pray that the plague end (9:28) he asks him to pray that the thunder and the hail should cease, but he does not mention the rain. This is because, as Rashi has mentioned many times, Egypt did not receive rain and relied solely on the Nile for irrigation. Therefore, Paroah would have...

Mayor calls on state to set up mass vaccination sites; vaccination spots filled this month
Baltimore Mayor Brandon Scott is calling on Gov. Larry Hogan to set up mass COVID-19 vaccination sites to speed up vaccinating the city population.
The city has a population of almost 600,000 people, and its only citywide COVID-19 vaccine site is at an Under Armour facility in Port Covington, where the number of vaccines administered is just 500 per day.
"We know that we need to be doing more than 500 per day," Health Commissioner Dr. Letitia Dzirasa said.
"We are clearly not where we would like to be with these numbers," Scott said.

Maryland Gov. Larry Hogan on Friday issued a proclamation declaring a state of emergency related to the 2021 presidential inauguration.
The executive action will allow the state to more efficiently coordinate support and provide assistance to local jurisdictions within Maryland and neighboring states.
The governor has also asked the White House for a presidential disaster declaration to reimburse state and local governments in Maryland for costs incurred by their response to last week's riot at the U.S. Capitol, as well as support to federal partners and the District of Columbia for the days leading up to, and including, the inaugural ceremonies.

A Baltimore City judge on Thursday denied to block Baltimore's sit-down dining ban but concludes it is appropriate for the city to weigh the economic impacts in issuing such orders.
“It’s simply not possible to quantify decision-making to that level of decision,” said Circuit Judge Lawrence P. Fletcher-Hill. “The mayor’s invested by statute with the authority to make these difficult decisions.”
The judge denied restaurateurs a temporary restraining order, though the lawsuit remains active.
