Detroit - Briefly Monday, it looked like the federal government was going to push all 50 states to ban the use of cellphones and other wireless devices while people are driving. But the National Highway Traffic Safety Administration now says it was all a mistake. The agency posted non-binding guidelines on distracted driving for states on a federal website Monday morning. The guidelines recommended that states prohibit use of hands-free as well as hand-held devices. State laws control use of phones by drivers. But the agency says the guidelines were not fully reviewed before being posted and would be withdrawn. The agency says it has no plans to recommend a cellphone ban. Two more officers who were charged in the death of Freddie Gray are expected to get their back pay later this week. On Wednesday, the Baltimore City Board of Estimates is expected to approve back pay for Officer William Porter and Sgt. Alicia White. Both were charged with felonies in the April 2015 death of Freddie Gray and had their pay suspended when they were charged on May 1 of last year. Their pay was restored on July 27, when State's Attorney Marilyn Mosby decided to drop charges against both officers, and Officer Garrett Miller. Porter's first trial ended with a hung jury in December, and he was due to face a retrial next month. Porter is expected to receive $70,523.11. White is expected to receive $96,855.46. New York - New York City has launched a new interactive website with weekly updates on its mosquito surveillance and control activities. The map-based site is part of the city health department’s three-year, $21 million initiative to keep the Zika virus from spreading. Residents can learn when their neighborhood was last sprayed for mosquitoes. The site also tells them where standing water violations were recently issued. The city Health Department has 120 surveillance traps throughout the city. That includes 60 for the mosquito that could potentially carry the Zika virus. The agency says no Zika virus has been found in any mosquitoes in the city. It also reports no human cases of the West Nile virus this summer.

Hershey, PA - A roller coaster has gotten stuck at a Pennsylvania amusement park again, and riders have had to be removed from it. It’s the second time a coaster has stopped working at the park in less than a week. Hersheypark officials say The Sidewinder “experienced a stoppage” Monday afternoon and workers escorted all 27 riders safely off it. They say the coaster worked as it should during a malfunction by settling at a point that allowed guests to safely exit. The ride is closed. The malfunction is being investigated. The Sidewinder is a steel roller coaster that’s rated an “aggressive thrill ride” on Hersheypark’s website. Israeli architect Haim Dotan designed what is believed to be the world’s highest and longest glass bridge and it is opening this weekend in China. The construction of the footbridge that connects between two cliffs in Zhangjiajie in the Hunan Province was finished in December, though it is only now being opened to people wanting to cross.The 430 meter long bridge is six meters wide and it is 300 meters high. Three people have been injured in the Belgian capital, Brussels, after a woman attacked them on a bus with a knife. One of the victims was only slightly injured and other two are in a more serious condition, RTBF reports. The ‘unstable’ attacker is said to have been shot by police. The number of Israelis with at least one smartphone continues to increase and this brings new realities and opportunities with it, including the new major in the Tel Aviv high school. Cocoa, FL - Authorities say a 23-month-old girl managed to stay afloat in an air pocket until rescue crews found her under a boat that overturned on the Indian River in central Florida. The Cocoa Police Department said in a news release authorities received multiple 911 calls Friday night following a boat crash. Four officers jumped in the water and started searching for victims. A civilian in a nearby boat also helped search the water for victims. Police say rescuers quickly found two adults and an infant. Officer Matt Rush and Cpl. Alan Worthy searched for nearly an hour until they found the little girl trapped beneath the boat. She was wearing a life jacket. The child was treated by paramedics, who took her to the hospital. She was listed in good condition.
