The Torah prohibits the unnecessary destruction of resources. This principle is known as bal tashchit, the ban against needless waste. Of course, what constitutes waste depends upon context. Behavior that is wasteful in one era or circumstance may not be considered wasteful in another. In a modern world where, thank God, food is abundant, discarding leftover food may not carry the same implications that it did in generations marked by scarcity.
What is striking is the setting in which this prohibition appears. The Torah introduces bal tashchit in the midst of warfare, rather than in the more predictable setting of agriculture or everyday life. Over the past few months, the Developmental Disabilities Administration (DDA) of Maryland has announced major funding cuts and policy changes that will severely impact our special needs community. This rally, targeting the Maryland General Assembly during their special legislative session, was part of a larger attempt to let our lawmakers know just how much these cuts and procedure changes will adversely affect those who rely on the DDA funding.
