Baltimore, MD - Nov. 21, 2017 - Our community has been plagued in recent weeks with a spree of carjackings. What has made these crimes even more shocking is that in many of these cases they were perpetrated by juveniles.

The adult system provides substantially more serious consequences for this suspect’s actions, as compared with the juvenile justice system. In order for the case to remain in the adult system, the Judge needs to hear from the affected community. This can be accomplished by writing impact statements.

Judges do take these statements and appearances from community members seriously.

Impact statements regarding transfer hearings need to focus on:
·         Why the crime affected the community.
·         Why the juvenile should remain in the adult court system.

It is important to mention that if  the suspect is not kept in the adult court system it makes it difficult for the community to heal as the community cannot learn of the outcome. Additionally, it is important to note that  Armed Carjacking is a crime that automatically falls under the adult court’s jurisdiction.

Honorable Judge Sfekas

Circuit Court for Baltimore City

RE:  State of Maryland v. Hendricks, Mikayal

Case #: 117215007

Dear Judge Sfekas:

I am addressing your court regarding a carjacking that occurred near the intersection of Pearce and Strathmore Avenues in the Cheswolde-Cross Country neighborhood at around 11 p.m. on Sunday 7/23/2017.  Milayal Hendris is charged with this serious violent crime.

Mr. Hendris, in particular, is charged with offenses that automatically place him in adult jurisdiction. He

is being charged with the following serious offenses:

1)            Armed Carjacking

2)            Carjacking

3)            Assault-First Degree

4)            Armed Robbery

5)            Robbery

6)            Theft; $10,000.00-under $100,000.00

7)            Car Theft

8)            Unauthorized Removal of Property

9)            Firearm Use/Felony-Violent Crime

10)         Assault-Second Degree

I and the rest of the community are very concerned about the increase in crime we experienced in

2017.  A violent armed carjacking has heightened fear and has traumatized our entire community, particularly among families with children that are an integral part of our neighborhoods.  It is essential that community residents feel that the justice system remains transparent and fully supports the interests of the victim. The heinous nature of the crimes committed, and the fact that it occurred in the middle of a quiet residential neighborhood makes the entire community a victim of these offenses.

To provide both the community and the victim justice and closure to the incident, it is felt strongly that the case should be tried in adult court. Information on the court proceedings would also help the community heal and provide closure to this incident that continues to resonate in our community.

Thank you for allowing us to submit this community impact statement on this very serious matter.

Respectfully submitted,
