Baltimore, Md - Dec. 2, 2016 - Southern District - Carjacking Investigation - On December 2, 2016, at approximately 10:15am, officers were called to the unit block of Pierside Drive for a report of a robbery. When officers arrived, they spoke with City Councilwoman Rochelle “Rikki” Spector who told them she had just been assaulted and robbed.

Just before 10:15am, Councilwoman Spector was walking to her car in a parking garage. Spector entered her car and was then approached by two unknown suspects. The suspects assaulted Spector and threw her to the ground. The suspects then drove away in her car.

Because the garage had a security controlled gate, the suspects were not able to exit the garage with the vehicle. Two employees working inside the garage saw the incident occur and detained one of the suspects until police arrived. The second suspect ran from the scene.

Councilwoman Spector was transported to an area hospital where she is currently being treated for her injuries.

The first suspect is a 15-year old male who was taken into custody at the scene. The second suspect is described as a black male, approximately 15-years of age, and wearing a dark jacket. He was last seen running towards Key Highway.

Detectives are continuing to investigate this incident. Anyone with information is asked to call Metro Crime Stoppers at 1-866-7Lockup.

"I was extremely disheartened when I heard that Councilwoman Rikki Spector was the victim of a carjacking this morning. I am relieved to hear that she is recovering well and still her usual feisty self, but the violence on our streets is unacceptable. Councilwoman Spector is a dear friend and colleague, and as with all incidents of violence, it is devastating when innocent people become the target of criminal behavior. For more than three decades Rikki Spector has been a jewel to the Northwest Baltimore Community, fondly known as the 'Dean to the City Council'."
