BALTIMORE (AP) -- Twelve people were arrested Sunday while protesting a police union conference in Baltimore days after the U.S. Justice Department released a scathing report detailing rampant abuse within the city's police department.

Dozens of protesters gathered outside a hotel where the Maryland Fraternal Order of Police is holding its biennial conference this week.

Several of the protesters entered the hotel, chained themselves to a railing and blocked the escalator, the Baltimore Police Department said in a statement. The protesters were arrested and charged with trespassing after refusing to leave, police said.
