Effort is part of department's community stabilization initiative

BALTIMORE —Baltimore Police Commissioner Kevin Davis is ordering all sworn officers to spend time in uniform on patrol as the city works to curb the spike in violence.

Davis' initiative was outlined in a memo obtained by 11 News I-Team lead investigative reporter Jayne Miller. It comes as the city has recorded 300 homicides in a year for the first time since 1999 and its per capita homicide rate is the worst in city history.

Davis said the shift to patrol will begin Thursday as part of the department's "Community Stabilization Initiative." All sworn officers will be a part of corridor roadway and foot patrol initiatives. In addition, commanders will lead all tours of duty on selected day of the week after headquarters roll call.

In the memo, Davis said the remainder of 2015 "demands a swiftness and certainty of action to ensure we end this year in a manner that sets the tone for a better Baltimore next year."

Davis said he plans to follow the lead and patrol the streets as well.

"I thank you in advance for understanding where we are during this unique moment in history," Davis said. "I need you on the street for the next few weeks. I promise to proudly join you. Thank you all so very much. Let's get this done.
